The Ministry of Finance has approved the document that was missing to allow hospitals to start hiring nurses and other professionals so desperately needed. The move follows the warning issued earlier this week by the Order of Nurses. At issue is the Global Reference Framework (QGR) of the SNS national health service, a three-year planning instrument that serves as the basis for the organisational development plans (PDO) of local health units (hospitals) – a kind of programme contract through which each institution defines the activity it expects to carry out and the resources needed. The approval comes after the Order of Nurses warned of the existence of around three thousand newly qualified nurses available to enter the labour market, while several SNS units continued to report staff shortages and were unable to hire.
